   ‡)   A descendent of “mad,  bad,  & dangerous to know”...   A bounder,  a scoundrel,  a man of the world   (& usually British-born),   a new arrival who lives a lavish & opulent fin-de-siècle life,  with dubious sources of income...  rogueish,  likely as not a cat-burglar,  art forger,  pimp,  &/or spy  (& if a spy, a double-, or triple-, agent.)  They are most likely educated & sophisticated & coming from a “good” family,    & if so they are the blackest of their clan’s black sheep.  They are,  ironically,  invited to the best social gatherings;  after they’ve left the gossip really begins.  [NOTE: Orig. used by the French to describe those stinking filthy rich South Americans visiting Paris during the Belle Epoque..  also useful to describe the scum recently imported to the D.C. beltway swamp by #AltNaziTrump]
